The 12:th chapter in jordabalken, which regulates rental of residence, does not contain any rules regarding deposits. In short this means, that if the agreement between you and the landlord contains some rules about when the deposit can be retained by the landlord, it is only in these circumstances the deposit can be retained. Typically, leases contain rules that the deposit will be withheld by the landlord in case of damage in the apartment. Unfortunately, I can not answer this because I do not know what your agreement contains. If the landlord intends to keep the deposit, he is the one who must prove that he is entitled to keep the deposit, for example, by providing a statement of the items that you have broken or that the rent has not been paid. Otherwise, he must pay you the deposit.
